Development of an inclusive education system
Since 2018, Taldykorgan Higher Polytechnic College has been developing an inclusive education system. The college has created all the necessary conditions for students with special educational needs to receive a high-quality education, taking into account their individual characteristics and capabilities.
Our educational institution currently enrolls students with mild intellectual disabilities, as well as hearing-impaired and deaf students. In the 2025–2026 academic year, 38 students with special educational needs are studying in the following programs:
- 02110304 – Graphic Design
- 06130100 – Software
- 02110301 – Graphic artist
To effectively implement inclusive education, the college employs special educators, sign language interpreters, and teaching assistants. They assist students in mastering the curriculum, social adaptation, and developing professional skills.
The college’s leadership and teaching staff continue to work to improve the quality of inclusive education, enhance the learning environment, and create conditions for students with special educational needs to fully realize their potential.

Study of the conclusions and recommendations of the PMPK of students with special educational needs
From September 2 to 20 of the 2025–2026 academic year, a review of the PMPK’s findings and recommendations for students with special educational needs was conducted. In addition, visits to classrooms were organized to more thoroughly study and assess their special educational needs.
The following criteria were considered during the study:
- activity and motivation in educational activities;
- level of perception, understanding and assimilation of educational material;
- development of speech and communication skills;
- emotional and behavioral characteristics;
- social adaptation in a group and interaction with peers;
- ability to work independently and complete tasks;
- level of need for pedagogical support.
Based on the results of the analysis and class visits, the following recommendations were developed to improve the effectiveness of the educational process for students in need of special support:
- Strengthen pedagogical support – facilitate the assimilation of educational material through additional explanations, repetitions and an increase in the number of practical assignments;
- Systematically provide psychological and pedagogical support, ensure the participation of a defectologist and psychologist;
- To create an inclusive educational environment, promote an atmosphere of mutual respect and understanding, and develop social skills for interaction between peers;
- Activate cooperation with parents, inform them about the characteristics and needs of students, and provide joint support;
- Adapt the educational process using visual aids, adapted assignments, and modern digital resources to improve the quality of learning.
The III Republican inclusive competition "DEAF MADE" among students with hearing impairments, organized by the Almaty City Department of Education
Target
The festival’s goal is to support and develop the creativity, artistic and aesthetic development, and education of students with hearing impairments, familiarize them with the values of Kazakhstani culture and art, and create and develop an accessible, barrier-free educational space for students with hearing impairments.

- To arouse the interest of students in this category in modern forms of organizing creative activities, including career guidance;
- To promote personal self-determination, support and encouragement of gifted children of this category;
- To develop creative potential and personal qualities necessary for successful socialization in modern society;
- To develop skills for group interaction, rapid problem analysis, and informed decision-making.

Aldeken Aykumis Kuatkyzy took third place in the team competition at the national festival, as well as for her active participation in the “Voice of a Generation” category. The other participants received special certificates and bronze medals.
