COLLEGE LEADERS

Dorgatov Rustam

Born in 1914 in the Kyzylorda Province, Karakum District, Aral County.

Education:
Graduated from a seven-year Kazakh school, a factory training school (FZU), the Leningrad Soviet Institute of Soviet Trade, and a military automotive technical school.

1952–1953 academic year – based on production performance results, five representatives of the Taldykorgan School of Agricultural Mechanization took part in the All-Union Agricultural Exhibition.

1954 – the school was transformed into the Taldykorgan School of Agricultural Mechanization:

  • 129 students were admitted;

  • free meals, work, and study clothes were provided;

  • a medical station was opened at the school;

  • Rustam Dorgatov was appointed director.

According to the state act, 600 hectares of land were assigned to the school, including:

  • 300 ha of arable land,

  • 42 ha of hayfields,

  • 241 ha of pastures,

  • 17 ha of other lands.

1951–1961 – under the leadership of R. Dorgatov, about 1,500 highly qualified agricultural specialists were trained at the educational institutions.

1961 – based on Taldykorgan Mechanization School No. 24, the Taldykorgan Industrial Vocational Technical School was established. Rustam Dorgatov was appointed director.

1966 – the industrial technical school was transformed into the Taldykorgan Industrial-Pedagogical Technical School, where Rustam Dorgatov continued to serve as director.

Mukhanov Artemiy Vasilyevich

Born in 1916 in the Kazakh SSR, Taldykorgan Region, Sarkand District, village of Sarkand.

Education:
Graduated from higher pedagogical and secondary specialized zootechnical institutions.

1949–1971 – worked in various party positions in the Sarkand, Andreyev, Karatal, Taldykorgan, and Kirov districts.

1971–1975 – served as Director of the Taldykorgan Industrial-Pedagogical Technical School.

Batalova Gulshara Omarovna

Born in 1936 at the Shchuchinsk station, Akmola Region.

In 1962, she graduated from the Faculty of Philology at the Kazakh State University.

In 1968, she moved to Taldykorgan, where she worked as Deputy Chair of the City Executive Committee.

In 1976, she was appointed Director of the Taldykorgan Industrial-Pedagogical Technical School.

1976–1980 – during her tenure as director:

  • The technical school became one of the largest educational institutions for training vocational instructors and specialists in the mechanization and electrification of agriculture.

  • The school had 33 equipped classrooms, 14 laboratories, and training workshops for blacksmithing, gas and electric welding, metal and wood processing, and machinery repair.

  • The educational facilities could accommodate 960 students.

  • Students had access to a gymnasium, an assembly hall, and a health center with 50 places.

  • The technical school repeatedly participated in All-Union and Republican Exhibitions of National Economic Achievements.

  • The song and dance ensemble “Altyn Dän” earned the title of a People’s Ensemble and performed successfully.

A Museum of Military and Labor Glory was opened, becoming a popular destination for the youth of the city and the region.

Kamnev Ivan Stepanovich

Born on December 23, 1930, in the village of Seleverstovo, Altai Krai.

In 1949, he graduated from an evening secondary school and entered the Shymkent Agricultural Technical School.

In 1953, he graduated from the Shymkent Agricultural Technical School with honors.

In 1958, he completed his studies at the Kazakh Agricultural Institute and began his teaching career at the Koksu Agricultural Technical School.

In 1962, he entered the Moscow Agricultural Academy named after K.A. Timiryazev, graduating with honors.

From 1973 to 1981, he worked as Deputy Director at City Vocational Schools No. 174 and No. 55, and also served as Head of the Regional Department of Vocational and Technical Education.

From 1981 to 1985, he was Director of the Taldykorgan Industrial-Pedagogical Technical School:

  • During this period, the school took part in All-Union competitions such as “Best Technical School” and “Best Specialist”, achieving prize-winning results.

  • The UDS-5 universal woodworking machine, built in the school’s training and production workshop, became a symbol of pride for the institution.

  • The school’s student construction brigades made a significant contribution to the national economy.

Khenkin Valeriy Alexandrovich

Born in 1948 in the Arkhangelsk Region, Plesetsk District, at the Plesetskaya Station.

1971–1973 – worked as an engineer and lecturer at the Taldykorgan Industrial-Pedagogical Technical School.

From 1973, he held various positions in Komsomol and Party organizations.

In 1975, he graduated from the Melitopol Institute of Agricultural Mechanization and Electrification.

In 1986, he was appointed Director of the Taldykorgan Industrial-Pedagogical Technical School.

1986–1990 – served as Director of the institution.

Dukenbayev Moldakazhim Musauly

Born in 1942 in the village of Bostan, Gvardeysky District.

In 1961, he entered the Kazakh Agricultural Institute.

In 1966, he graduated from the Kazakh Agricultural Institute and began his career at the Taldykorgan Industrial-Pedagogical Technical School as a lecturer.

From 1966 to 1991, he worked at the same institution as a lecturer, later becoming Deputy Director.

From 1991 to 1996, he served as Director of the Taldykorgan Industrial-Pedagogical Technical School.

In 1993, the institution was renamed the Taldykorgan Industrial-Pedagogical College.

Shynybayev Muzappar Adambekuly

Born in 1946.

In 1968, he graduated from the Kazakh State Agricultural Institute with a degree in Mechanization of Agricultural Processes.

From 1970 to 1975, he worked as a junior and later senior research associate at a research institute in Almaty.

From 1976 to 1996, he worked at I. Zhansugurov Zhetysu University, holding positions as Senior Lecturer, Head of Department, Associate Professor, Dean, and Professor.

In 1977, he successfully defended his Candidate of Technical Sciences (PhD equivalent) dissertation.

From 1997 to 2010, he served as Director of the Taldykorgan Polytechnic College.

Scientific and public activities:

  • Candidate of Technical Sciences, Professor.

  • Corresponding Member of the Academy of Natural Sciences of the Republic of Kazakhstan.

  • Awarded the “Excellence in Education of the Republic of Kazakhstan” badge.

  • Awarded the Jubilee Medal for the 10th Anniversary of the Republic of Kazakhstan.

  • Awarded the Y. Altynsarin badge.

  • Holder of the honorary title “Research Educator”, conferred by the National Academy of Education named after Y. Altynsarin.

Takenova Gainizhamal Doldakyzy

In 1972, she graduated from the secondary school in the village of Krupsky, Taldykorgan Region, with a gold medal.

From 1972 to 1976, she studied at the Faculty of Mathematics of the Kazakh Pedagogical Institute, graduating with honors.

In 1976, she began her professional career as a lecturer at the former Taldykorgan Industrial-Pedagogical Technical School.

In 1995, for her active and effective work in educating and mentoring youth, she was awarded the “Excellence in Education of the Republic of Kazakhstan” badge.

In 1996, she was appointed Head of the Department of Technical Disciplines.

In 1998, she served as Deputy Director for Academic, Research, and Methodological Work.

In 2003, she defended her Candidate of Pedagogical Sciences (PhD equivalent) dissertation on the topic “Pedagogical Principles of Innovative Directions in the College Based on Management.”

From 2010 to 2017, she served as Director of the Taldykorgan Polytechnic College:

  • Under her leadership, the college was repeatedly recognized as the “Best Educational Institution” of the city of Taldykorgan.

  • The college staff included 3 Candidates of Sciences, 8 recipients of the “Excellence in Education of the Republic of Kazakhstan” badge, 1 Honored Sports Figure, and 1 Honored Education Worker of the Republic of Kazakhstan.

  • In 2012, Mukhtar Baysultanovich Bizigitov, a teacher of specialized disciplines, was awarded the title “Best Teacher – 2012” at a national competition.

  • On April 16, 2012, in Moscow, she was elected a Corresponding Member of the International Academy of Scientific and Pedagogical Education.

Scientific and public activities:

  • Candidate of Pedagogical Sciences.

  • Excellence in Education of the Republic of Kazakhstan.

  • Corresponding Member of the International Academy of Scientific and Pedagogical Education.

  • Active participant in international seminars and conferences, she made a significant contribution to the development of the technical and vocational education system.

In her leadership role, she paid special attention to the professional socialization and holistic development of young people.

Mukazhanov Yerkat Bigalievich

Born in 1970 in the East Kazakhstan Region.

Served as Director of the College from 2018 to 2022.

He holds a higher education degree, having graduated from the Faculty of Agroengineering at the S. Amanzholov East Kazakhstan State University, specializing in Vocational Training and earning the qualification of Engineer-Teacher.

In 2008, he completed a Master’s program at the Kazakh National Agrarian University with a specialization in Technological Machines and Equipment, receiving the degree of Master of Science.

Also in 2008, he defended his dissertation for the Candidate of Physical and Mathematical Sciences degree (Diploma No. 0001740).

In 2012, he was elected a Corresponding Member of the International Academy of Pedagogical Sciences (Moscow).

In 2013, he was awarded the title of Professor of the Russian Academy of Natural Sciences (Moscow).

In 2019, he became a Corresponding Member of the National Engineering Academy of the Republic of Kazakhstan.

Achievements as Director:

  • In 2018, the college was recognized as the “Best College” among technical and vocational education institutions of the Almaty Region.

  • In 2019, by decree of the Almaty Region Akimat dated February 27, No. 81, the college was granted the status of a “Higher College”, after which it was renamed the Taldykorgan Higher Polytechnic College.

Nurgozhayev Shyngys Bolatovich

Since 2022Director of the College, Ph.D. Despite his young age, he has distinguished himself as an experienced leader with high professional competence.

Education:

  • In 2015, he graduated from I. Zhansugurov Zhetysu State University with a Bachelor’s degree in Informatics.

  • In 2017, he earned a Master’s degree in Pedagogical Sciences in the same field.

  • In 2022, he received his Doctor of Philosophy (Ph.D.) in Mathematics from Zhetysu University.

Key achievements as Director:

2022

  • The college obtained the status of a State-Owned Enterprise under the Right of Economic Management (GKP on PHV) and was officially re-registered.

  • The management system was optimized, improving overall operational efficiency.

  • International cooperation was expanded, and new educational programs were introduced, giving students access to modern global learning trends.

2023

  • The college became one of the first in Kazakhstan to successfully undergo international industry accreditation under the NCCER standard.

  • Following accreditation, students began receiving international certificates, opening opportunities for employment abroad.

2024

  • College students achieved high results at the WorldSkills Kazakhstan Championship, winning prizes in several competencies.

  • New specialties were introduced in the Zhetysu Region, including “BIM Technician.”

2025

  • The college launched new, high-demand programs: “Aviation Remote Control Systems” and “Mechatronics.”

  • The dual education system was expanded, strengthening partnerships with regional enterprises.

  • Cooperation agreements were signed with leading universities and research institutes in China, including:

    • Shaanxi Institute of Technology and Industry,

    • Chongqing Yubei Center for Vocational Education,

    • Research Institute for Education–Industry Integration of Western China.
